The Municipal Corporation of Delhi (MCD) on has set up a committee to look into the feasibility of allowing horse buggies to run in tourist places as per a report in Indian Express. If the proposal is passed, buggies will ply in tourist spots and will bring in additional income for horse-owners, who at present rent out buggies during weddings.
The proposal was first introduced in January, but was deferred after opposition from animal lovers. The civic body had then tried to amend its policy for grant of licence to horse buggies. To promote licensing among animal owners and to guarantee proper care for the animals, a new “Policy for licence to Horse Buggies’ was formulated back then. It was believed that once animal owners get to know that they can earn money through tourism, they will get licensing done, as only licensed buggies will be allowed to ply for tourism purposes.
