Aiming to woo foreign tourists, a scheme to refund VAT has been proposed. The refund will be issued at the Goa airport during the tourists' departure and against valid tax invoices issued during the tourists' period of stay in the state.

"An appropriate scheme in this regard will be introduced in the forthcoming tourist season from September 2013," said chief minister Manohar Parrikar in his budget speech.

To encourage more airline arrivals, a scheme for refund of VAT on aviation turbine fuel (ATF) has also been proposed. It would be subject to a minimum VAT of 5% on the basis of progressive increase of passengers by the airline career in a year with reference to the base year 2012-13.

The scheme will be introduced in the forthcoming season. The government had reduced VAT on ATF from 22% to 12.5% in the last fiscal.

Though 25% subsidy to yellow-and-black taxis has now been extended to tourist taxis, the TTAG president felt the introduction of meters would have helped boost Goa's image.
